You are giving two pattern here. You first have the round topper as shown and then you will use your scraps for an additional quilt. Once you learn how to make the circle here http://bejeweledquilts.blogspot.com/2012/01/how-to-make-28-circle.html, it is all downhill from there. It is blanket stitched, you can needle turn by allowing yourself 1/4 inch around the hearts.
On another note, you can make another topper but smaller from the insides of the larger hearts. You dimensions will be a 22" circle with the smaller hearts as shown in the third picture. Then from the insides of the smaller hearts you can make a candle holder as show in the fourth picture.
